One of the best theme for windows is XP Royale, it is such a clean and nice looking, shining theme for windows, however there was no such theme for windows 7. A guy named Satukoro has created the same version for windows 7 also, so now you can install XP Royale Blue theme in windows 7 too, below are are some snapshots shown which will give you an idea on how it will look on your windows 7
